5. Even if the maximum flow rate is less than 75,000 litres per day, the following water withdrawals require authorization under subparagraph 2 of the first paragraph of section 22 of the Environment Quality Act (chapter Q-2):
(1)  a water withdrawal for human consumption purposes, used to supply a temporary industrial camp supplying over 80 persons, where the camp is subject to the authorization provided pursuant to subparagraph 3 of the first paragraph of section 22 of the Environment Quality Act;
(2)  a water withdrawal for human consumption purposes, used to supply any other establishment, facility or water-works system supplying over 20 persons.

5. Even if the maximum flow rate is less than 75,000 litres per day, the following water withdrawals require authorization under section 31.75 of the Environment Quality Act (chapter Q-2):
(1)  a water withdrawal for human consumption purposes, used to supply a temporary industrial camp supplying over 80 persons, where the camp is subject to the authorization provided for in section 32 of the Environment Quality Act;
(2)  a water withdrawal for human consumption purposes, used to supply any other establishment, facility or water-works system supplying over 20 persons.
